Job DescriptionJob Description OVERVIEW OF RESPONSIBILITIES: * Lead the modernization or new application development of a large-scale transaction processing system that will leverage current or new technologies, as a shared services platform serving three separate business units. * Evolve the technology vision with a particular focus on developing business capability models and technology roadmaps, addressing both operational and strategic needs and ensuring project viability and strong alignment to business requirements. * Develop a 3 year program plan for the strategic transformational IT investments, namely; modernization of the company’s core health benefits administration platform, the contact center strategy and business intelligence strategy. * Oversee the overall effective program management of the strategic initiatives to ensure deliverables are met. * Work closely with the PMO and head of application delivery to develop an integrated plan for all projects across transformational and growth portfolios. * Identify the skills and resources, and process evolution, required to scale technology service and application development capabilities, particularly to support large-scale transformation and integration initiatives. * Advance the enterprise Business Intelligence and Data Analytics, and Contact Center Evolution strategies and road maps. * Provide guidance to the technology teams including architecture, project services, application support, technology services, systems development and quality assurance. * Identify emerging information technologies and market trends to be introduced to the company, ensuring an open platform that can accommodate current and future business and technology needs; working with external industry experts and vendors to leverage market capabilities. Qualifications * University Degree in Business Administration, Computer Science or equivalent, post-graduate studies considered an asset. * 10-15 years’ experience with large-scale IT project delivery and transformational project/program management experience; particularly in the health benefits and/or insurance industry. * Accomplished leader and team builder who inspires, motivates, develops, mentors and coaches to achieve results through an intrinsic collaborative approach. * Exceptional project management experience with ability to estimate, plan, deliver and prioritize multiple concurrent large-scale customer projects with an emphasis on change management. * Experience developing business cases and presenting them to senior management for approval. * Experience with programming techniques, application development standards, SDLC best practices and Agile Software Development. * Extensive systems modernization experience. * Experience with multisite IT delivery models and IT process improvement models. * Experience with business process management and business capability models. * Experience leading, facilitating and collaborating on IT strategic initiatives with both internal and external customers. * Experience with significant cultural, organizational and business process change efforts. * Highly developed communication skills both verbal and written and the ability to effectively communicate to all levels of the organization. * Excellent presentations skills with the ability to present complex information clearly and concisely to all levels of the organization. * Ability to travel as required.
